Publikasi Kinerja Badan Penanggulangan Bencana Daerah (BPBD) Kabupaten Bogor Tahun 2022

I. PROFIL BPBD

Terhitung mulai tanggal 11 Januari 2011 BPBD Kabupaten Bogor mulai beroperasi yang ditandai dengan pelantikan pejabat struktural BPBD Kabupaten Bogor mulai dari Eselon II, III dan IV.

Peraturan Daerah Nomor 2 Tahun 2015, tentang perubahan atas Perda Nomor 2 Tahun 2010 Tentang Pembentukan Badan Daerah dan Struktur Organisasi Tata laksana Kinerja BPBD, BPBD merupakan perangkat daerah sebagai unsur pendukung penyelenggaraan pemerintahan daerah yang dipimpin oleh Kepala Badan yang berada di bawah dan bertanggung jawab kepada Bupati. Badan Penanggulangan Bencana Daerah Kabupaten Bogor mempunyai tugas :

1. Menetapkan pedoman dan pengarahan terhadap usaha penanggulangan bencana yang mencakup pencegahan bencana, penanganan darurat, rehabilitasi, serta rekonstruksi secara adil dan setara.

2. Menetapkan standarisasi serta kebutuhan penyelenggaraan penanggulangan bencana berdasarkan peraturan perundang-undangan;

3. Menyusun, menetapkan dan menginformasikan peta rawan bencana;
4. Menyusun dan menetapkan prosedur tetap penanganan bencana;

5. Melaporkan penyelenggaraan penanggulangan bencana kepada bupati setiap bulan sekali dalam kondisi normal dan setiap saat dalam kondisi darurat bencana;

6. Mengendalikan pengumpulan dan penyaluran uang, barang dan bantuan lainnya;

7. Mempertanggungjawabkan penggunaan anggaran yang diterima dari Anggaran Pendapatan dan Belanja Daerah dan sumber anggaran lainnya yang sah dan tidak mengikat;

8. Melaksanakan tugas lainnya sesuai dengan peraturan perundang-undangan.

Dalam melaksanakan tugas tersebut di atas, BPBD mempunyai fungsi :
1. Perumusan dan penetapan kebijakan penanggulan gan bencana dan penanganan pengungsi dengan bertindak cepat dan tepat, efektif dan efisien;
2. Pengkoordinasian pelaksanaan kegiatan penanggulangan bencana secara terencana, terpadu dan menyeluruh.

Penanggulangan Bencana Daerah (BPBD) Tahun 2022

Berdasarkan penjelasan Peraturan Daerah Nomor 2 Tahun 2010 , BPBD mempunyai fungsi koordinasi, komando dan pelaksana dalam penanggulangan bencana. Pada fungsi komando, BPBD melaksanakan penanggulangan bencana dengan pengerahan sumber daya manusia, peralatan, logistik dari Satuan Kerja Perangkat Daerah lainnya, instansi vertikal yang ada di daerah serta langkah-langkah lain yang diperlukan dalam rangka penanganan darurat bencana. Sedangkan pada fungsi pelaksana, BPBD melaksanakan penanggulangan bencana secara terkoordinasi dan terintegrasi dengan Satuan Kerja Perangkat Daerah lainnya di daerah, instansi vertikal yang ada di daerah dengan memperhatikan kebijakan penyelenggaraan penanggulangan bencana dan ketentuan peraturan perundang-undangan.

II. Capaian Indikator Kinerja Utama (IKU) BPBD Tahun 2022.

Indikator kinerja bisa dimaknai sebagai alat yang digunakan untuk mengukur pencapaian suatu target, baik dengan menggunakan ukuran kualitatif maupun ukuran kuantitatif. Dengan menggunakan indikator kinerja, suatu kinerja bisa dievaluasi apakah telah berhasil mencapai target yang telah ditentukan ataukah tidak.

Pada tahun 2022 BPBD mengalami perubahan indikator Kinerja yang disesuaikan dengan Permendagri Nomor 90 Tahun 2019 (Tentang Klasifikasi, Kodefikasi dan Nomenklatur Perencanaan Pembangunan dan Keuangan Daerah) dan Kepmendagri Nomor 050-5889 Tahun 2021 (Tentang Hasil Verifikasi dan Validasi Pemutakhiran Klasifikasi, Kodefikasi dan Nomenklatur Perencanaan Pembangunan dan Keuangan Daerah). Dari uraian diatas BPBD sendiri mempunyai Indikator Kinerja Utama (IKU) yang harus dicapai pada tahun 2022, diantaranya adalah :

III. Program Kegiatan BPBD Tahun 2022.

Pada tahun 2022 Badan Penanggulangan Bencana Daerah Kabupaten Bogor mempunyai 2 program dan 12 Kegiatan yang terdiri dari 1 Program utama dan 1 Program pendukung, Program Utama Badan Penanggulangan Bencana Daerah di tahun 2022, dengan serapan anggaran sebagai berikut :

Program Utama pada Badan Penanggulangan Bencana Daerah

1. Program Program Penanggulangan Bencana ( 4 kegiatan)
Realisasi : – Keuangan : 31,51 %
– Fisik : 52,26 %

Sedangkan Program Penunjang antara lain :

2. Program Penunjang Urusan Pemerintahan Daerah Kabupaten/Kota ( 8 kegiatan)
Realisasi : – Keuangan : 67,22 %
– Fisik : 12,50 %

Dengan total realisasi sampai dengan 31 September adalah :
 Keuangan : 40,04 %
 Fisik : 64,99 %

IV. Pelaksanaan Kegiatan di Tahun 2022.

Sampai dengan Tahun 2022 pelaksanaan kegiatan Badan Penanggulangan Bencana Daerah Kabupaten Bogor secara umum telah berjalan sesuai dengan rencana yang ditetapkan dalam Dokumen Pelaksanaan Anggaran (DPA) tahun 2022.
Berikut beberapa kegiatan yang telah dilaksanakan oleh BPBD Kabupaten Bogor sampai dengan Tahun 2022 ini :
• Kegiatan Forum Perangkat Daerah dalam rangka Penyusunan Rencana Kerja pada Badan Penanggulangan Bencana Daerah (BPBD) Tahun 2022, yang dihadiri oleh Wakil DPRD Komisi IV dan Bappedalitbang yang dilaksanakan pada hari Kamis tanggal 17 Februari 2022 bertempat di Aula BPBD;
• Pelatihan mitigasi bencana di 21 Kecamatan dengan peserta 1800;
• Pembentukan Desa Tangguh Bencana di Kecamatan Cibungbulang, Cijeruk Caringin, Gunung Putri dengan tujuan meningkatkan kapasitas masyarakat dalam pencegahan dan penanggulangan bencana;
• Kegiatan SPAB (Satuan Pendidikan Aman Bencana) di SMPN 1 Caringin, SDI Anugerah Insani, SMPN 2 Jonggol, SMPN 1 Gunung Putri, SDN 1 Cipayung, SDN 3 Pabuaran, SMPN 1 Ciomas, SDIT KAIFA Ciomas;
• Penanganan darurat bencana pergeseran tanah di Desa Gunung Geulis Kecamatan Sukaraja dan tanh longsor di Desa Bojong Koneng di Kecamatan Babakan Madang;
• Kegiatan Forum Perangkat Daerah dalam rangka Penyusunan Rencana Strategis pada Badan Penanggulangan Bencana Daerah (BPBD) Tahun 2022, yang dihadiri oleh Sekertaris Daerah yang dilaksanakan pada hari Senin tanggal 17 Oktober 2022 bertempat di Bigland Sentul Hotel & Convention.

Penanganan Kedaruratan Bencana :
Bencana Alam yang terjadi di Wilayah Kabupaten Bogor Selama Tahun 2022 Tercatat sampai dengan 24 Oktober sebanyak 944 kejadian yang terjadi dari tanah longsor 370 kejadian, banjir 106 kejadian, angin kencang 345 kejadian dan lain – lain 123 kejadian, dari semua kejadian tersebut BPBD telah melakukan penanganan kedaruratan sebagaimana mestinya seperti pertolongan, penyelamatan dan evakuasi bagi Korban Bencana, Evakuasi Korban dan Puing, bahan material lainnya Akibat Bencana.
Berikut adalah rincian kejadian bencana di wilayah Kabupaten Bogor selama periode Bulan 24 Oktober
Tahun 2022 :

Demikian Publikasi Kinerja Badan Penanggulangan Bencana Daerah Kabupaten Bogor Tahun 2022 ini dibuat dengan harapan dapat memberikan gambaran tentang berbagai capaian kinerja Badan Penanggulangan Bencana Daerah Kabupaten Bogor dalam rangka pencapaian tahapan Visi dan Misi Badan Penanggulangan Bencana Daerah Kabupaten Bogor dan Pemerintah Kabupaten Bogor pada umumnya.

1. Kegiatan Forum Perangkat Daerah dalam rangka Penyusunan Rencana Kerja pada Badan Penanggulangan Bencana Daerah (BPBD) Tahun 2022, yang dilaksanakan pada hari Jum’at tanggal 17 Februari 2022 bertempat di Aula BPBD Kabupaten Bogor;
2. Pembentukan Desa Tangguh Bencana dengan melaksanakan kegiatan di Kecamatan Cibungbulang, Cijeruk Caringin, Gunung Putri;
3. Kegiatan SPAB (Satuan Pendidikan Aman Bencana) di SDIT KAIFA Ciomas;
4. Bupati Bogor Tetapkan Status Tanggap Darurat Bencana Pergerakan Tanah di Bojong Koneng pada hari Kamis 15 September 2022;
5. Asessment kegiatan bencana pergeseran tanah di Kecamatan Bojong Koneng pada hari Rabu Tanggal 14 September 2022;
6. Penyerahan bantuan kepada korban longsor di Kecamatan Gunung Geulis pada hari Rabu19 Oktober 2022;
7. Kegiatan Forum Perangkat Daerah dalam rangka Penyusunan Rencana Strategis pada Badan
Penanggulangan Bencana Daerah (BPBD) Tahun 2022, yang dilaksanakan pada hari Senin tanggal 17 Oktober 2022 bertempat di Bigland Sentul Hotel & Convention Kabupaten Bogor;
